Central Administrative Tribunal (CAT)

The Central Administrative Tribunal (CAT) is a specialized judicial body established under the Administrative Tribunals Act, 1985, to adjudicate disputes relating to service matters of Central Government employees. It was created to provide speedy and effective justice in service-related cases. CAT deals with issues such as appointment, promotion, seniority, transfer, suspension, disciplinary action, and retirement benefits. Employees of Central Government departments, public sector undertakings, and certain autonomous bodies can approach CAT. The Tribunal functions under the supervision of the judiciary and follows principles of natural justice. CAT benches are located across various states in India. It reduces the burden on High Courts by handling service disputes separately. Proceedings before CAT are less formal than traditional courts. It ensures timely resolution of service grievances. Legal representation is allowed but not mandatory.

CAT has the authority to pass binding orders, directions, and judgments in service matters. Its decisions are enforceable as decrees of a civil court. Aggrieved parties may challenge CAT orders before the High Court through writ petitions. The Tribunal ensures fairness, transparency, and accountability in public employment. CAT examines administrative decisions to prevent arbitrariness and misuse of power. Evidence and service records play a crucial role in CAT proceedings. The Tribunal aims to protect employees’ rights while balancing administrative efficiency. Limitation periods apply for filing applications before CAT. Interim relief can also be granted in appropriate cases. CAT promotes uniformity in service law decisions. It plays a vital role in strengthening administrative justice in India.
